It's not a guy with a devil costume, he's "El Diablo", a Tour de France fan who uses this costume. I believe he follows the race and if you pay attention, you see him several times during the whole stage race. He's been doing this for like 30 years, if not more. I believe the organiser should pay him a tribute once he stops doing that (better than when he passes on).
