The thing around the picture/print is a mat, i believe. If you have a valuable print it will usually be numbered x/100 or whatever and signed by the artist, usually in pencil to authenticate it. I don't know how long ago that started, but I think it is quite a while. Another thing to be aware of is that people sometimes used to hide money in the back of pictures between the picture and the backing. I think you should be able to tell, if it is just a paper backing, by felling it or shaking it before you cut into it, but whatever! I did a google image search on an oil painting that I picked up at a Goodwill and it seems to be worth around $350. based on similar paintings by the same artist! Good luck and have fun!!!
