Another potential strategy is to list the targets in order. If the USA knows the first strike hits the CIA and only the CIA...the US public itself will cheer if it happens. Knowing that might moderate US response somewhat.

The key to this strategy is to assist responsible middle powers like India, Turkiye, Brazil to have state of the art biological and public health, far better than USA UK or France. When it is clear that refusing to radically cut nuclear arms will lead instantly to a biological arms race, the G7 will cave. USA has no public health system at all so is most vulnerable.

Colonel is very naive, misinformed and misguided. Ukraine spent 8 years building deep concrete defensive underground fortifications from 2014 to 2022 in the Donbas region. This region is one of the most fortified region in the world. Russia spent these last 2 years destroying these Fortifications. There are only are few left. After the last one is destroyed the entire region from the Russian front to Kiev and the Eastern Ukraine is open field. That is why the Russian military is advancing so slow. Yet they are advancing in all fronts, killing between 1500 to 2200 Ukranian soldiers a day while minimizing Russian casualties to a minimum. In regards to the no first use of nuclear weapons. Well if China wants a war with the United States over Taiwan which would eventually turn to nuclear war inevitably it will maintain its no first usage policy of nuclear weapons. The only thing that will deter the United States from getting into a war with China over Taiwan is if China changes its no first usage policy of nuclear weapons. Not only should China change its no first usage policy, China should massively increase its nuclear weapons stockpile to at least 1500 to 2000 nuclear weapons at the very minimum. If China announces a first usage policy the US will have to think whether they will be willing to sacrifice Chicago, Los Angeles, Miami, Washington DC, NYC, San Francisco, San Diego for Taiwan. Only this can deter the United States form getting into a war with China over Taiwan. If China refuses to change its no first usage policy it can guarantee thst it war with the United States over Taiwan will happen. Then if the United States gets involved and begins to see it's aircraft carriers and battle groups sunk they will feel highly compelled to used nuclear weapons. That is why China should be very clear upfront and raise the cost analysis for the US in order to keep the peace.
