Hard Limiter doesn't seem to appear for me.

Are running it on Linux or Windows? Which version? I can look into it, something to do with missing plugins.

@nuxttux windows, only saw regular Limiter.

It's a packaging issue that they're working on fixing. The regular Limiter is still a good option.
