Very interesting, thank you very much. What I would like to add is that according to Bao Yajun (2018, Oxford) the XPCC cities are economically not doing very well. They seem to be too old, to bureaucratic, too ideological and apparently need some rather weird financing constructs for their infrastructure projects. I found an annual report for 2019 which detailed something they seem to call “对口援”, where provinces provide financial aid to XPCC cities. The list of aid ended with the rather puzzling statement: 河北省援助1000余万元建设铁门关市第二幼儿园. (At construction costs of ~2500 yuan/sqm in Xinjiang, that must be one heck of a “kindergarten”)
