A new reports says that more than 13,000 rent-stabilized apartments in New York City sat vacant for at least two years between 2021 and 2022. FOX 5 NY's Antwan Lewis is digging into how often this happens and what's being done to increase transparency.

I knew one guy who rented a rent stabilized apartment. He subleased the other 2 bedrooms at the market rate- so the roommates were basically paying his rent. Doesn’t seem like he was that needy of the program if he was making more profit than the actual owners!! A lot of people abuse this system.

Yep. I know a guy who is doing this right now. He airbnb his 2 bedroom apartment and making bank. He bragged about making 15k in a Month on his rent stabilized apartment.

That's actually not legal in NYC, although I think it should be. The tenants can sue the guy for charging them more than their share of the rent, which is likely set by the city's housing authority.

Renting has become difficult now that there is this "protected" class that has to be avoided because they will trash the rental and not much can be done about it.

Takes some real brain worms to believe that the protected class in the country isn't the class that owns the housing and capital and not the poor wage slaves living paycheck to paycheck for scraps. These people literally own housing that they don't live in, take government benefits intended to lease it to renters, and then leave the housing empty in a market where housing has become increasingly unaffordable just so they can pocket more money.

Not always so easy. I know of one local landlord who owns an empty building formerly used as a place of religious activity. He wants to sell it to the city but his co-religionists have threatened him if he sells it to the city because they fear the city will use it in such a way that will increase crime and lower property values.

Why would you rent it when it can just sit there growing in value while not being used or damaged by tenants then just sell for a profit down the road. No tenants means no hassle, no damage, no potential lawsuits, etc. In NYC, or SF, LA, DC, Seattle…where values seemingly only increase, this can work.

Certain renters will ruin your property. Will have to rehab it when they move. Apartment for single dwelling wil wind up being 3 families. I would leave my property empty also. I guess they will get a law to force owners to rent to a certain demographic of people.

People need to realize that these a privately owned properties. They pay mortgages, tax and maintenance expenses. The city should worry about all the vouchers and programs they finance. Why don't they build additional housing? Crazy people want to dictate what they do not own..

Well if they are purposely keeping it vacant to be able to get it deregulated faster than yes. Landlords can only increase rent so much on regulated apartments in between renters but the new vacancy law allows them to not have to fix repairs and increase the rent faster until it can be deregulated then they can charge what they want. Problem is most of these apartments aren’t rentable. It’s a lose lose for everyone. The landlords would have to put in millions to get the apartments rentable for a tenant by the law as the law makes sure tenants aren’t forced to live in rat infested home that doesn’t have hot water and other things. But to update all these very very very old apartments isn’t a good investment for the landlord because they won’t get the return on it if the apartment is regulated. So instead the keep it vacant until they are able to get them deregulated so they can pick whatever rate they want and not have to follow tenant laws for regulated apartments. The city needs to give a reason for the landlords to invest all this money. The people that get harmed in all this are renters. And renters deserve a clean safe place to live but at same time landlords need a reason to want to invest money into them but the city fails at giving them a reason to update. And in manhattan there is no more land to build. Most buildings are so old they need billions of renovations to be up to code. And as for your last sentence…you sound stupid. That’s not how any country runs. Just because you own the building doesn’t mean you can do whatever you want. I mean you can but then don’t whine when the city won’t let you rent your rat infested apartment to people. When you live in a community or city or country it’s not just you. Everyone is part of the system. It’s that thinking you have why the richest country in the world has one of the worst homeless and poverty disparities. Most think only about themselves and wonder why shit is the way it is. Government was meant to look out for the people and protect them from how things were in the dark ages. But now the government is about getting that check then taking care of the people.

When rent won't cover expenses nor allow any profit, that's the end of the rental....no point in renting. Especially if you can't get a bad or non paying tenant out quickly. You won't see gov't building low income units because they'll soon find out it's a money losing operation if you can't cover expenses with rent.

Price controls create a variety of perverse incentives. Making the rational choice to keep a unit vacant is just one of them. NYC has had rent control for about 100 years and it hasn't fixed the problem yet. How many NYCHA units are vacant?

The problem is a lot of the landlord, renting out their properties is their sole income. If they don't have that income, they can't pay property taxes, can't pay for repairs and maintenance, can't pay utilities, etc.

Doesn't take a rocket scientist to figure it out if say a 6 apt building have 4 rented out that last two is for "personal use" it will NOT be rent controlled. How do you think rent jumped from $3000 to $6000 a month an apt in a matter of less than 2 years. I know someone does this and the building is with a trust fund. She collects the rent and she also has 70hrs a week of aide from MCD.

I see that here in Chicago with home’s remodeled then sit vacant. I don’t get it. They spend years doing the work then it sits empty. I know because I walk my neighborhood every day or bike through and watch the progress. Why is that happening.

Rent control doesn’t allow market increases and if a landlord has to completely renovate or make expensive repairs he or she is losing money and therefore not worth doing. It’s a business and when government gets involved this is what happens. The government is being realistic because they want to please tenants which dominate NY. But if this continues it will only get worse. They need to get rid of rent control and if people can’t qualify for rentals the they need to move or apply for section 8. Many people in rent control units can afford to pay market rent as these apartments are not monitored for income which they should be.

The whole concept of rent control is economically stupid. It just makes landlords want to sell their property for fair market value and further reduce the number of rentals available. This drives up the cost of rent for the majority.

Frank Ricci is right. That’s the problem with rent control and rent stabilization (For you KZbin idiots, rent stabilization is still rent control), the landlord can’t keep up with the rising cost of maintenance if the government restricts rental pricing. It’s cheaper to keep a rent controlled dwelling empty if the landlord has another source of income to make the necessary repairs, and then save a certain amount money to cover the maintenance he can’t charge in the rent after the tenant move-in. The government never makes things better for society…they only make things worse. People need to be smarter when they vote, and more responsible for the choices they make.

Each time a rent-stabilized unit becomes vacant and the landlord makes upgrades and improvements, then the Landlords should be allowed a reasonable rent increase of say, perhaps, no more than $250 a month more than the previous rental price ($3,000 more per year). Some rent-controlled units have been inhabited by the same people for so much time (decades) that a ton of expensive work is now required just for basic upgrades and improvements and repairs. However, Landlords should NOT be able to raise the new rents to unreasonable levels. The cost for building maintenance should be looked at in a way that spreads the cost among all units in a building rather than expecting a single tenant to be the one financing those costs even if the costs only came from their apartment.

I been living in my one RS one BR apartment since 1990. What was repaired or upgraded in my apartment? Nothing zero, nada, in 32 years. If the LL had been doing some repairing all thru the years I don’t think it wouldn’t been such a large expense. But of course if you wait a long time to do anything it could be costly.

They have the right to be choosy on who they allowed to move into their apartment complex..you don't want just any garbage moving in and for your complex to start getting messed up, causing for some good tenants to pack up and leave. All over New York or you see these new nice buildings being built and then the garbage are they allowed to move them destroy the building within a year. Not to mention all the hanging out in front of the building like it's a beachfront resort doing barbecues smoking weed and just looking like pure trash

Im a landlord. The 2019 laws made it a losing proposition to rent a stabilized apartment. A landlord might actually lose thousands of dollars by renting a stabilized apartment. The risk is to high. The rent is no longer worth the risk. Risk includes non-paying tenants, lengthy housing court dates, expensive legal fees, tenant damaging apartment out of spite etc.

Wouldn't it be better to let the market or supply and demand conditions to determine the price of all goods including housing? Even if you are the tenant of a rent controlled building, it's only fair to give others a chance to bid on the apartment every few years.

Well, of course that would make sense. But there are two problems: government is too stupid to change anything about the current system and people are too greedy/selfish to give up a bargain apartment, even if they can afford to rent a non-regulated apartment. I know several people who bought houses upstate and in the Hamptons while keeping their rent stabilized/controlled apartment in the city; it's too much of a sweetheart deal to give up. It's just a sickening/exploited system that needs to be abolished ASAP.

Isnt a vacant apartment tax writeoff? Which means you lower your taxes and it may actually keep more in your pocket then getting rent that has to go right to taxes anyway. I hope I am wrong but that maybe why they are hoarding vacant apt that are stabilized.

I’d pay the 50k to renovate a $700 a month rent-stabilized apartment in nyc. To me, it would be worth the investment knowing I could live there for the rest of my life without having to worry about rent increases. And then I’d have the option to pass it on to my children. 50k isn’t even enough for a down payment where I live. And nyc properties will never go seriously down in value.

Owners can do with their property what they want. If they want to leave it vacant so be it. As long as they pay their taxes, its not your business what they do with their privately owned property. On the other hand the City can take away their tax break (Stabilized rental home owners get a tax break from the City when they agreed to the rent stabilization) Take it away and watch how fast they sell or find a tenant.

THIS SHOULD NOT HAVE BEEN ALLOWED. NOW THIS QUESTION.... HOW MANY APPLICANTS APPLIED FOR THOSE UNITS AND PAID FEES? MANY LANDLORDS HAVE BEEN DANGLING EMPTY UNITS TO POTENTIAL RENTERS JUST TO COLLECT FEE MONIES BUT THEY DONT HAVE ANY REAL INTENTION ON RENTING THOSE UNITS. THAT NEEDS TO STOP ASAP.
