Same thing happens in Las Vegas. It's with Vegas girls or cosplayers and they tried charging $100+ per photo. If you refuse, they try to hussle, overwhelm, beat you up or call security. And they also tried forming gangs to have other cosplayers take their side to overwhelm you aswell. It got so bad that they had to set up circles for them with certain rules. Basically if you entered the circle, you were held accountable and if they tried approaching you without you entering their space or interacting before, they got in trouble. One was a guy taking a photo and one was in frame by accident. They tried charging them and they called security, only to say the tourist was in the right and did nothing wrong.

One time my mum and dad went to Italy, and some guy in a costume comes up to them. It’s was one of their first trips together, so they weren’t that worried about these scams. The guy took pictures with them and of them with my dad’s phone, and the last picture was of them. My dad asked for his phone back and suddenly the guy backed off. The stranger asked for $20 so my dad could have his phone back. With shock, my dad gave the bill in cash and got his very expensive phone with all of this personal details back. Fast forward years later, when me and my brother were born. We went to New York, and there were so many of those people dressed up. My mum and dad had to learn the hard way from Italy, and in New York, luckily we avoided all of those obstacles.

About 10 years ago, I was meeting up with my sister to babysit my niece while she attended a wedding in NYC. I was power walking so that I won't be late, and saw a Minnie Mouse costume approach me. Without thinking much, I gave her a hug, told her sorry I was in a hurry, waved bye at her, and resumed my power walking. From what I could tell when I waved her goodbye, that left the Minnie costume super confused about what just happened. Edit: that's so many more likes than I expected!

That isn't just NYC. Just about any place high in tourism has this kind of thing. It may not be people in costumes, but it'll be something. For instance, in some Carribean islands, you'll have people come up to you with a monkey and let you take pictures with it, then demand payment after the fact.

I lived in Haiti for a year and my first time landing in port au prince a man offered to carry my bags and takes them out of my hands before I could answer and then he asked for 100$ bc He had done a service for me or he’d take my things as payment.
