This is called a dead pull. It's a standard test for every rail vehicle commissioning. They have to tow it without power along all tracks to make sure that construction of the rails didn't produce any faults that may harm the vehicle in operation. The next step is slow speed powered testing, where the streetcar travels and a walking pace along all track segments. These are all federal safety requirements that are pretty typical of new rail upstart laws globally.
