its' both - it depends on the context and what's played underneath it. if playing over a G chord - it could be considered G9, if playing those same notes over an F chord, it would sound like an F6

I’ve heard you mention “the fourth of the four chord”. So in C the four chord is F, the fourth of F would be Bb. Is that what you mean?
