In a Monarchy even if it's a foreign territory of that Monarchy the head of state will be the Monarch in Canada's case The British Queen Elizabeth, in my case its the Dutch King,.. His Majesty King Willem-Alexander van Oranje-Nassau. But somehow people from the US don't get that,...maybe because they aren't use to it probably, so it's an honest mistake i think (in most cases).
