Thank you dear Haris... According to govt norms, based on self-attested statement of the employee's income, Creamy Layer status of an abroad working employee can be determined. But this is not mentioned anywhere in the concerned order. Therefore the signatories used to take their discretionary powers here.

Sorry for the delay...സാധാരണ ആയി 1 വർഷം ആണ് nlc validity... പക്ഷെ അങ്ങനെ ഒരു proper rule പറയുന്നില്ല. കാരണം ഒരു caste നെ obc ലിസ്റ്റ് നിന്നു സർക്കാർ എടുത്തു കളയുന്ന വഴി അല്ലാതെ ഒരാളുടെ obc nlc situation പെട്ടെന്ന് മാറാറില്ല. അതുകൊണ്ട് തന്നെ proper validity എന്നൊരു concept ഇവിടെ പറയാൻ കഴിയില്ല. ഒരു കീഴ് വഴക്കം എന്ന നിലയിൽ 1 വർഷം കണക്കുകൂട്ടറുണ്ട്. Nlc, caste certificate , income certificate എല്ലാം different ആണ്. ഒന്നും ഒന്നിനും പകരം അല്ല. പിന്നെ ssc upac പോലെ ഉള്ള ഏതൊരു public exam നും apply ചെയ്യാൻ ഉള്ള last date മുന്നേ ഉള്ള 1 വർഷം validity ഉള്ള certificate ആണ് വേണ്ടത്. ഉദാഹരണത്തിന് 2018 feb 18 ആണ് exam apply ചെയ്യാൻ ഉള്ള last date എന്നു കരുതുക. അപ്പോൾ feb 18 മുന്നേ date ഉള്ള nlc certificate നമ്മുടെ കയ്യിൽ ഉണ്ടായിരിക്കണം....സംശയം മാറി എന്നു കരുതുന്നു....
