Thing to note about Donkey Kong Jr.: while the timeline seems to differ depending on the era of Nintendo, the main consensus nowadays is that Donkey Kong from the arcade game has grown older to be the character who is now called Cranky Kong. Cranky Kong's son is Donkey Kong Jr., who is actually the father of the present Donkey Kong. So had Donkey Kong Jr. been present in Double Dash, he would have been a child racing along with the adult version of his son. Weird.

Edit: DK junior is a peculiar case, as per official cannon, Cranky Kong is actually the Donkey kong from the original arcade game, now don't ask me how that works with Mario and Pauline still looking in their early to mid 30's and cranky looking like he's about to hit 90 but that's the official canon some speculate that given the pauline in the original arcade is red hair and the current one is brunette and the mario in the arcade looks different than current mario that both are ancenstors of the current characters, as for Junior that's were it becomes complicated, for starters, yes Junior was scrapped from the Mario Universe, but Nintendo can make up their minds, in some explanations it is said that Junior is the father of the current DK, but more recent media and games like the movie, show cranky as DK's father instead of grandpa making him a grown up Junior, so there you have it, either the father of current DK or Current DK himself, Junior is scrapped for good.

Wart is a peculiar case, as Mario 2 is just a reskin of a japanese only game called doki doki panic technically NONE of the enemies there are mario games persay, but part of the doki doki panic pantheon, birdo and shyguys were IMPLEMENTED into the mario universe later on, but they were not mario characters in the beggining.
