Don't understand the full question I think something got lost and typing. But I want to try to reply anyway :-). Yes waiting rooms shall be calculated at 15 ft.² per person. If the area i.e. reception/waiting room is 100 ft.² it will hold 6.6 people so you will need around that up to a total of 7 people. I would disagree that toilet rooms should have an occupant load, but it depends on how it's worded whether it's gross or net. Gross is meaning to the outside of your entire building net is only for the room you're talking about. Just looking at the code business occupancy requires 100 ft.² per person gross. So you would include the toilets. The waiting room is a number you would pull out of the gross number you calculated. So if the waiting room is 100 ft.² therefore using business you would subtract one from that number and add seven back because of the occupant type i.e. assembly/waiting room.

Yes, all spaces shall have occupancy load in it. I don't think this is going to hurt your project. It is just math that needs to be done
