The strips on the top of the track skirts are flat rubber strip material that covers the seam between the skirt and the body of the tank. It is held on with the bolts. The rubber seals the space to keep dirt and debris from making it's way through the space between the hull and the track skirts.

That is exactly correct there are two bulge pumps on the vehicle on in the crew compartment and the engine compartment
