You're not crazy. In my playthrough I just figured that most of the people that disappeared were there as slaves or mercenaries and if the 'head' of that operation was gone then there was no reason to stay. They were barely content to stay as it was.

Yeah, once I realized (it may be in the next episode, I can’t remember) it was triggered by my long rest, it all made sense.
