A Counsellor normally does Territory Management, resource allocation, event planing etc. But your R5 should verify this.

Saint should be doing Alliance Resource Pits, and getting the Alliance Skill Fully Loaded and Natures gift read so when the king uses the Kingdom Buff for gathering, everyone can have massive farming boosts.

you need to be active, be skilled and most importantly be loyal
