Thats the temporary city hall, the new one is under construction. City hall offices are spread out all over the city. And that building is the payroll division of many agencies across the city.

For more clarity, that building use to be occupied by parks and recreations, parks has a new building. That 1st building was taken over by some of the city hall offices. Other city hall divisions are elsewhere, like building permit office, urban planning etc. Most of that sinage is from the previous agencies that occupied those buildings. Come back in like 3 years when the new city hall opens lol

For the amount of time they usually have you standing around waiting on them to honor your appointment (usually an hour+after the actual appointment time) they 100% have to have restrooms for the public. People need to stop accepting everything the government tells them.
