well, we've seen this happening when mexican authorities aprehended Ovidio, son of El Chapo. But it wasn't the hood, it was the whole city. There were so many riots that the president made the call to let him loose for them to stop, thing was turning into a civil war, it has it's own wiki page, known as the battle of Culiacán. They made another operation to catch him again and avoid such thing to happen. The judge issued an order authorizing a pre-dawn operation, there was rioting happening, but it was after he was taken out of town. In the first op there were 350 mexican authorities against 700-800 criminals. In the second, 3500 authorities. Besides, here in Brazil we had a pair of militian leaders arrested some 15 years ago or so. I'll explain how militias work here in Brazil: they are a group of punishers that would have full support of the people, if not for one thing they do. Let's say you get robbed in a militia area, you don't look for cops, you look for them. And they ensure you never get robbed again. But they extort businessman, condos and other areas, like constructions in progress, for protection fees, if you don't pay they at least drive you out, if you question, they kill you. Back in their beginning, the militias were run by cops expelled from the force, two notably: Natalino Guimarães and Jerônimo Guimarães Filho, brothers. They had so much popularity that the first was elected to the Rio state asssembly and the second was elected an alderman for the city of Rio de Janeiro. On their arrest, they exchanged fire with police. And Natalino was a member of the State Assembly. On the vote for him to be kicked out of the Assembly and lose term, galleries were loaded with his supporters, the assembly had guts to vote him out. They were so hardcore that they spent three years in federal prison. And the federal prison system is an extreme treatment here in Brazil. Super high security, 22 hours locked in individual cells, system has five units, never registered a riot, a cellphone smuggled or killings. And that's the normal security. protective custody you stay inside the cell for 24 hours a day (there is a projected space for sun time), only visits allowed are a lawyer and a family member, with each being cleared to come once a month. I know the US prison system had many problems, consider our federal prisons something really close to ADX Florence. One death for suicide. The riots, cellphones and shanks are common problems in the state prison system. Have a friend that worked in the escort for their return to Rio, they were broken. Federal prison time made tem lose control of the militia. After they were set free, Jerônimo was murdered. Still with political aspirations (alligned to the right and our former asshole of a president), trying to elect family or himself. Who killed him? Could be the current leaders of the militia, drug kingpins, the major players of the animal game... we'll likely never know. You wondered if something like this could really happen... it can. Criminals earn support from the people in poor areas when the only government presence said people see is police/SWAT.

The area they're in is referred to in-universe as "the Projects", a former WWII barracks. I think its heavily based on areas such as Imperial Courts which were a no-go zone for the LAPD some time ago - heavy gang activity, violence, and distrust of authorities and police made operating in the suburb extremely hazardous. That's the reason SWAT went in to arrest the target rather than regular uniformed officers.
