You need more guards in supermax considering their traits. Also a kennel on supermax Island so the dogs can rest quicker.

Don't transfer prisoners to Supermax just because they're legendary. The only people you should transfer to supermax are volatile prisoners or gang leaders/lieutenants. Most incidents in a prison are set off by a volatile prisoner kicking off, then all the other prisoners joining in. If you remove the spark there can't be a fire.

Also, a good guard (just normal guards) to prisoner ratio is 1:4, then sprinkle in armed guards + dog handlers as needed. Cook to prisoner ratio should be about 4 to 50

I have to disagree. Legendary prisoners are extremely powerful, and should be treated as such. Naturally your supermax cell block is your most secure, guarded and isolated block. A single legendary prisoner can fight off multiple normal guards, but usually just 2 armed guards are enough to keep a legendary prisoner restrained. And you don't want to have armed guards guarding the regular prisoners too much. That's why I think legendary prisoners should be placed in supermax

Cliff edges around the Death-Row would help avoid prisoners trying to escape, it is most likely un-likely of that occuring, but there is the chance.

Guards in a cell block where half of all the prisoner's can just pinch them and they die More like acceptable deaths. Ok i think that was a bad one
