The title is indeed "It is not evening yet". It is an old Cossack song about a 17th-century Cossack rebel leader, Stepan Razin. Stepan has a dream in which his black horse becomes skittish, wayward and unruly under the saddle. Then a gust of ill, eastern wind blows Stepan's black hat off his head. The meaninig of the dream is interpreted for Stepan by the esaul (a Cossack officer), who tells him that Stepan will lose his wild head (likely in battle, as Cossacks did). That's about it. Diana really is heavily invested emotionally in her songs. When sh e sang at 'You are super' she said herself, that she has to feel herself into her songs. She herself would feel like drifting into another world. That's why she sometimes is crying after extreme emotional songs, like here again.
