My Mini has Evans waterless coolant which cannot cause corrosion. It also has the benefit of running with no pressure when hot, so it doesn't stress the cooling system, and any leaks would be significantly slower.

Yep that will work to keep the corrosion away. No water to cause the rust!

If someone was doing a budget rebuild on a block (hone, rings and bearings) it seems that this solution would be good to use before hand to clean out the passages.

I never recommend doing that type of rebuild, it is false economy. Take the block in and get it properly machined for new pistons, then get the crank done as well. The block would then get a proper chemical cleaning and get rid of the rust. Also, if you had a bare block, it could be soaked in the normal Evaporust product.

@darrensrestorations991 I never recommend it, but there are many people that do it because they prefer to drive the car rather than let it sit in hopes that they can afford a proper rebuild some day. Machine work in my area is not cheap.
