It could be the part cooling fan, cooling down the hotend what results in overshoot in temperature. This temperature variation changes the flow and color of the printed part, resulting in these stripes. A possible solution could be PID tuning with part cooling fans on or a silicon sock.

If it's not wobbling and temperature this is probably a extrusion difference. The top in my guess was printed using extruder with twirl extruding gear like Vz-HextrudORT and it causes smoother surface under the light you can see the lines that are similar to skewing of teeth on the gears.Twirl gear also make more grip of the filament so it should make feed more consistency and the integrated gear should eliminate wobbling. So it's probably a difference between your new extruder and standard one :)

You answer to my question - why i have lines like this. I switch head of my printer from stock (ender 3) to e3d v6+BMG extruder and this lines appears on my prints. I tries switch bed to PID, calibrate PID, switch Z lead screw to a new one (old one was a little twisted), switched bed from PEI to glass (because PEI very thin) and assembled all the mechanics accurately. Literally, the deviation from the bottom of the portal to the top is 0.03 mm. I also tried to configure marlin parameters, but there is no results. I tried EVERYTHING, but apparently the problem is in the extruder, but how to fix it...

I deal with Z wobble for months on my custom coreXY printer. I tried every possiblity includes worldwide solutions on the internet. At the and, I changed my ball screw setup with standard Trapezoidal screw and the pattern gone immediately. Before changing screw I'd have Hevort design magnetic stabilizer and also my design stabilizer (it can absorb huge vibrates without friction) The pattern was matching with screw's pitch. I even changed step motor and there wasn't no difference. Good pid values, good frictionless direct extruder system, easy coming filament spoll, short way. I measured the height with comparator when I touched the screen and wanted to move Z axis 1mm down. I did this 20 times(comparator tool could measure max 2cm) I writed down 20 values. And I just noticed it started with 1.03mm and goes down 0.90 after 4 times hit. And raises up again suddenly to 1.00 and slowly down 0.87 sometimes. This repeated for every 4mm. My screw connected directly to the motor with coupling. I ordered EVERY kind of coupling to overcome with this problem. I even used POM couplings. After changing nothing, I suspect with ball bearing nut, I created a lot of design for ball bearing nut and table connection and nothing changed, as I told I even changed the motor, nothing changed. At the and I changed the Ball screw totally with standard screw it went as it should have. Standard coupling, same motor, directly connection to bed with POM nut. The problem gone just like magic. If the last solution didn't work, I m sure I would throw the machine to the carbage. My ball screw was cheap china version. I never buy kind of product that need to be manufactured precisely but not done like that.

I get issue like that with my older 3D printer .... around 6-7 years ago - expensive linear rails , Z asix with diy anti Z wobble spacers , DIY handmade silicone mat for hotend , handmade extruder gears (yes handmade - less than 0.01mm wobble on extruder gears) then i discovered that depend how heating works u can achieve perfect print ...or something that looks like z wobble .... The larger the printer the more visible it is on small prints and even more visible at high bed temp Right now working on custom 200*C heated chamber 3D printers that wont get any of this issue and probably soon i will start to sell them :) (only ones i will make by myself)
