that's the point though. Heaven, from what we've seen, plays by Shin Megami Tensei rules. they want to erase chaos/free will and force everyone to play by their rules and completely stamp out any oppositon. Vaggie, by showing mercy and compassion of her own to the other side, a child but still in the eyes of Heaven an enemy of order, she showed that she wasn't on Heaven's side strongly enough. because Heaven isn't about morality. being good obviously isn't what gets you in the door and while Helluva and Hazbin will never actually cross over, we've seen that ONE screw up on the part of a group of Cherubim was enough to get them kicked out. It's about being so blindly loyal, you're nothing but a zealot willing to commit genocide just because people didn't fit the rules that nobody in heaven seems to know that get souls in. It's why Exorcists have that X on their masks. they're "turning a blind eye" and following orders.

Ya know now that I think of it they don't ever show or mention vaggie's wings again as far as I'm aware so that's actually an entirely real possibility! Hell would certainly take notice if a pair or wings were found and probably mount a man hunt to find her. This goes to show you how petty the Angels are. Vaggie couldn't bring herself to hurting a little boy, so she let him escape. Adam called her "one of his top girls", so it's safe to assume she had an impressive kill count amongst the Exorcists, and that was the ONE time she showed mercy to a sinner. Lute could've just reprimended her, but what did she do instead? She cut Vaggie up and left her to die. Vaggie made ONE mistake, if you can even call it that, and her own people just disowned her instantly.

Alastor would take a beating from any exorcist, even the most experienced Overlords thought about that when he was missing for 7 years. Adam can defeat Charlie even though she is very strong, Adam showed a lot of superiority in several aspects, he managed to humiliate her by singing. Lucifer is a very experienced fallen angel, he could defeat Adam and Lute but if they had an army the Angels would defeat Lucifer. There are a lot of Angels and they are all practically superior to the Goetia, obviously an army of 20-30 would massacre hell in a matter of a few years. exorcist are very powerful unfortunately, but also fortunately because they are an imminent mega threat.

In the modern day, shows are not given a lot of episodes. They have a limited amount of episodes to work with and if they want to tell the story they want to tell, they must keep a certain pace. There's no guarantee you are granted more seasons and as far as I am aware, Hazbin Hotel is only guaranteed 2, so if you don't finish the story within those (presumably) 20 episodes, you might not get another chance.

Vox, Velvett, Carmilla, and Lucifer do not have time to be focused on for more than 1 episode. Angel Dust started his recovery in episode 4, but all of a sudden in episode 6 he’s 60% there. 6 main characters, 8 side characters, and 5 villains. 8 episodes is way to little to properly show all that.

Just gonna say it, they left the sword of Vaggie and that sword has the ability to harm angels and demons. Since she was stabbed with it and removed her wings it could be possible that Carmilla found that sword because of the child Vaggie spared to be used as a weapon against the angels. But you know eh.....
