I don't agree with foxy being the worst vice captain. I mean, he was a very decent captain for his crew. He always tried to fight encounters he could win, and also used the strenghts of their crewmates the best way he could. I would have put moji in there since he was the vice captain of buggy and really was lacking in every sense.

They were one of the blunt weapons used in Feudal Japan by the Shogun's palace guard due to it being a crime for ANYONE to bring a bladed weapon into the palace.
