Hmm, here is a thought. What if and please just hear me out? What if Luffy is the culmination of the two things that gave Roger and JoyBoy the notoriety? Roger was well known for his monstrous haki capabilities and well for now we know JoyBoy had the Sun God Nika fruit... we also know Roger lacked Haki, and what if Joyboy's haki just wasn't up there? Luffy is proficient in his Haki and has been leveling his fruit to its true potential. I think Luffy is their wills manifested into a new life.
