back in 2015, Disney released an 8 minute short named Frozen Fever(the first of many. This was shown in theaters during the opening trailers before the "live Action" Cinderella film[2015]. During Frozen Fever Elsa begins to display symptoms of some fever that gets amplified by her powers. Starting at 2:08 - whenever Elsa sneezes the "snow babies" would appear similar to Olaf.
