You can use vinegar, baking soda or rust remover compound for removing of rust and paint remover, a jelly like compound available in local market....

Is it necessary to replace the copper wire loops rather than clean them? Or would cleaning them work just as well? If replacing is better why is that?

The black stuff you saw was not dirt or shit, it was the insulation of the copper wire that had burnt off, in that case it will need rewiring or else its all a short circuitand would end in a big bang unless it already happened.

You can't change a AC fan to DC fan or vice versa, because of the principal of rotation of AC and DC fan is different.... But you can run a DC fan on AC line using a rectifier....

I've rewound toroidal inductors by hand and that about nearly drove me insane. I don't think I could rewind a motor even partially without being driven to the nut house.

That is insulating paint.

That is called 'Vernish'... Used for insulating the coils...
