Chaos Emperor Dragon was always beyond broken. I will never understand wtf they were thinking when they released the card back then. That kind of effect would be strong in 2016, much less 2004...

I think DragonTaco7 is referring to the fact that even as an ignition effect, GalacticGod had the option to tribute it for its effect before Book of Moon was chained. In that case, it doesn't need to be a quick effect because he still should have had player priority to activate the ignition effect upon summon, paying the tribute cost, and never really giving book the chance to activate on it.

banlist 2004 != Priority Ruling ... This ruling wasn never determined by the banlist. It was simply another ruling between OCG and TCG, since we have both the same ruling everything is alright. I think Galactic God decided not to use Priority Ruling in his Duel Series.
