You can also use Alt+right click to go directly to the Improvement Ping list, rather than Alt+left click and then choosing the arrow. Note this also works for any free Improvements you get i.e. from an event. Use the generic 'Improvement' ping if it's an event specific improvement that isn't in the list. You can also use the 'Resource' ping to choose the location of free Resources added from events.

Yes, at the very bottom of the list there's "Improvement" -- choose that it'll place the Sword Cult or whatever exactly where you put the Improvement pin.
