Sykes clearly knew it was the Foxworth family's cat-or that a rich family on Fifth Ave was gonna probably pay to get Oliver back. When Jenny showed up, he realized he could use her for ransom and that to him was the preferred option. Aside from knowing that even if Fagan didn't give Oliver back, Sykes also knew Jenny didn't have the money and therefore, her only use in that case was as a bargaining chip.

Dodger had a change of heart as well. Remember how upset he was, and asked Oliver about not his and the gang's place was not good enough for Oliver anymore, and not mixing with Dodger and the gang after they rescued Oliver? Dodger was upset, but he truly did care for Oliver, and was willing to help Oliver find Jenny and rescue her. And seeing Jenny being kidnapped had Dodger worried.

Like dodger, Charlie from all dogs go to heaven had a change of heart also. He was willing to give his life for Anne Marie even if it meant accepting eternal damnation. Only Annabel said that Charlie can return to heaven for that selfless act he did for Annemarie, and stopping red with Gabriel’s horn which proved Charlie deserved a second chance in life

I have a theory that All Dogs Go To Heaven might have had connections back to a scrapped plot of Oliver & Company where Oliver was an orphan because of Sykes and joined Dodger's gang to get revenge.

The reason Fagin didn't know what to do is she did have the money. If she did than it would have ended we wouldn't have gotten the chance to se what a good man faugin was. He actually could have kept oliver, and told her to go back and get something valuable from her house, because the 12 hours wasn't up yet (I think) Buthe couldn't do thta to her. He also assumed that a little girl wouldn't show up alone when he write that note.

2:33 -- I daresay the moment with Oliver's pitiful look at Fagin is probably the most heart-wrenching moment in the film, even rivaling if not beating when Dodger brings seemingly-dead Oliver to Jenny after Sykes is killed in the train crash. Everyone can understand an orphan's desperate desire for love and family and you can see that longing and pleading in Oliver's face. I appreciate this film even more as an adult understanding how a homeless man like Fagin is torn between doing what he knows is right and doing what would save his own skin, especially given his desperate condition. It's an actual level of moral complexity adults have to deal with that is not typically seen in Western animated films.

Fagin's flaws tie this movie together. He chose to deal with loan sharks for money, which he clearly misused. He was willing to blackmail a well-off family. As charismatic as he was, he was a scumbag, and I'm sure for many people it was hard to see these flaws initially because poor downtrodden characters are easy to sympathize with. It makes his own realization just as gut wrenching and his redemption that much sweeter. It's such a little thing, but I guess little things are what make this movie more fun to watch rather than Robin Hood or whatever.

A dialogue after Jenny's kidnapping should have been more like this: (the gang rushes to Oliver laying on the boards after Jenny's kidnapping) All: Oliver! (Oliver regains consciousness) Oliver: Huh? What's happened? Dodger: Are you alright, kid? Oliver: Jenny? (realizing) No! He's taken Jenny! (after hours of explanation and the gang comes to realize) Dodger: So, she's your true owner? Oliver: Right, during that limousine sabotage, my paw got tangled in a wire. She was kind enough to help me, then she found the outside world unsafe for me. Dodger: I'll bet it's thanks to her, you're safe with the rich family after Roscoe and DeSoto plotted revenge when you scratched one of them on the nose. Oliver: Not only that, but I finally got a chance to experience life. And when she gave me this collar, I found myself a new home. Dodger, I'll never forget you guys. Thanks for understanding how much Jenny means to me. Farewell. Dodger: (Oliver rushes to try and save Jenny) Hey! Tito: (rushes up to Oliver) Wait a minute, man! I know that owners pay more attention to a new pet they brought into their place. Some previous pets may be jealous, but they basically have a heart. And if they place their differences aside and help one another, the owner has a reason to be happy. That is the reason you and Oliver must work together. Saving Jenny is a noble thing. Georgette, I beg you, please do it for Jenny. Give her and Oliver a chance to be happy. She'd want you two to work together. (Georgette has flashbacks of how Jenny took care of her, sheltered, and fed her) Georgette: (thoughts) Of all the times Jenny took care of me, how she done the same with Oliver mirrors mine. Rita: Georgette? Georgette: (decision is made to redeem herself) I must go. I must keep my promise to Winston, Jenny's parents, even you. (Georgette rushes to catch up with the guys) Rita: There's a sister with noble spirit.
