OM616 Throttle Linkage Troubleshooting

1975 Mercedes Diesel OM616.916 throttle linkage, trying to figure out the minimum parts needed to run the engine.

That butterfly valve is to govern the engine from revving too high. Later pumps without "the red hat" had centrifugal governor. Earlier injection pumps (like the one shown) had a pneumatic governor . The pump is able to push the butterfly valve closed even though the accelerator "commands" it to be open. This is controlled by a vacuum, hence the hose from in front of the valve to the pump.
