If I remember correctly, the bill will appear right after beating Laharl at Shinra Tower. And if you have problems with passing by force, bribe just 1 senator(the highest level one) and if he says "AYE" and remains out of the fight just throw lower level senators on him and he will "absorb" them, leveling up and remaining "AYE". Very useful strategy for ALL disgaeas. NOTE: You can't throw any senators on the legendary senators(EX: the heavy knight that punches people near him)

@disgaea03majin i was wondering the same thing so i looked it up. Apparently if you extend your throw as far as you can and then try changing directions, if you push x at the exact right moment, you pull off a diagonal throw.

The best grinding spot in Disgaea games in general is Cave of Ordeals 4, although in Disgaea 2 Cave of Ordeals 1 is good as well.

I forget the map's # (it's been years since I've played D2) but I think it was in the 3rd or 4th chapter there is that area with the Enemy Level +10%. As the enemies level up, their max HP/SP goes up, but current HP stays the same. Get them to a level where you can still damage them (go too high and their def/res will get you hitting them with 0) and use abilities that keep you out of retaliation range. Doing that, I had created a galaxy mage that could kill nearly anything from across the map.

Yeah, ramen noodles has a lot of sodium, but at least even mal-nourished people can fight with that. Sardines can boost his strength and improve his overall health if he doesn't mind the smell AND taste. Canned tuna fish though (and a diet of only this food), he should be lucky to even being able to keep a level over 50.

patience and spam those cave of ordeals grinding designed stages and use the innocents properly in the item world, getting stuff to boost your damage, weapon profiency and also the felonies which do help to boost exp gain, then cave of ordeals 5 and just spam that 3x3 square shaped AoE attack avaibable in the moment
