I dont think they have ever stated Ultimate Ben improved the Ultimatrix. Only stated that Ultimate Ben found a transformed state, he dubbed Ultimate Ben, that allows him to use all alien powers. I would suppose that it is Ultrimatrix's version of master control for Omnitrix(so just a function and not an upgrad). The 'perfected' Ultimatrix was never a thing Ben was suppose to have cuz it requires Albedo to possess it, fix it, and Ben getting it back (which Albedo would probably never willingly). So, Ultimate Ben's timeline probably never had Ben interact with Albedo in a prolonged duration for Albedo to 'perfect it' and perfecting it meaning go back to his original form (assumingly due to different Ben's timeline having different events/states, ie. Ben 10,000, Ben 10k, Ultimate Ben all having different circumstances of watch). Also, Bi-omnitrix is more fun imo

To counter your points (no hate btw): The Ultimatrix was capable of the same amount of DNA samples as the Omnitrix, plus the user transformation lock from the omnitrix isn't even that useful. Ultimatrix also gave him knowledge of transformations (for example Clockwork) As for the Prime version of species, that doesn't really matter too much when he can just ultimize them anyways lol The Recalibrated Omnitrix transformed Ben into the wrong alien many times before they tried to hack it then after that he never got the right one. Whereas ben got the correct aliens most of the times with the Ultimatrix, most of the time when he mistransformed it was for a gag The Omnitrix wasn't hack proof, as a human (Kevin) was able to hack it to change it back to the Prototype and then break it. If Kevin wasn't interrupted by Ben he would have successfully hacked into the master control doesn't seem better to me. Higher amount of Power plus being more stable is cap, Ben was able to transform into different aliens as quick as he wanted and it had no effect on the ultimatrix besides draining the battery a little, when he did the same with the recalibrated it drained it even faster and almost broke it as mentioned by azmuth "those constant quick changes are gonna break it" As for the failsafe, yes that is a plus for the Omnitrix but that was after thousands of years working on the device, Albedo made the ultimatrix in a few days. Also the ultimatrix wasn't easy to remove at all, the only times it were removed was when albedo took off the ultimatrix and gave it to ben, that button that was pressed can't be touched by anyone only people with Ben's DNA which albedo had because you know, he was ben. Second time was when a plant creature with a perfect dna clone took it from him, "PERFECT" meaning the ultimatrix thought that he was just taking it off and putting it back on for all it knew, same thing would of happened with the omnitrix except you would have to shout 700 different commands at it to get it off lmao. Plus Inspector 13 Tried to take off the Ultimatrix, but couldn't and then tried to take ben's hand off instead, which then ben stated would make a big explosion so security was still there. Ben never stated it had a "better UI" only azmuth did as of course he would his ego is huge lmao, ben only said "I like the old one better" after he just put it on and he had no clue how to use it. The original, the one he had as a kid, did that because it was a prototype. The version he has in alien force is the recalibrated Omnitrix, which is extremely more optimized that the prototype and the ultimatrix. The only time the recalibrated Omnitrix glitched was because Ben and Kevin tried hacking it.

After Azmuth came and fixed the glitches with the Ultimates coming to life, after that there were no more glitches with the Ultimatrix. It has statistically turned ben into the correct alien the most times and has been very reliable. Except for when Eunice got a one way subspace connection to primus which stopped the ultimatrix from working, but that would have stopped the omnitrix too since they both rely on a connection to primus to work properly.

Something like the completed version of the Ultimatrix is shown in Omniverse by Albedo and yeah, I'd still prefer the complete version of the Omnitrix.
