I don't think i agree with this. There's a huge difference with a Mexican casually calling a black person the n word, and a black person calling a Mexican a "Dirty Mexican". I grew up in the hood and i say the n word with my black friends and their family, and they are all fine with me saying it. It really just depends on the context and how your using it. Obviously if you're a Mexican using it in a disrespectful and negative way with a black person, they're gonna call you a Mexican slur in return, it's just common sense.

Actually Mexico was not a Spanish colony, Mexico used to be part of the Viceroyaly of New Spain which was equal in civilian rights with the Iberian Spaniards.
