I am from Odisha where one nation one election is there and here from last 25 years local govt. was in power and have done a great job. all the pros and cons are dependent on the govt. and opposition's intend. as you said the local places are under state govt. but we also have some responsibilities how to use that resources. Some rules must be implemented in our constitution :- 1. There should be eligibility criteria for contesting elections as either the person must have cleared UPSC or have raised a company to $1 Billion valuation. 2. There should be debates among candidates of each seats, which should be shown on local channel of that area and the debate for PM or CM seat should be telecasted nationwide or statewide respectively. 3. If a person wins an election second time then his/her previous salary/pension should be terminated and new salary should be given. 4. Dates of election should be fixed. e.g. in the US it is written in their constitution that election will be conducted on Tuesday next after 1st Monday in November.

The one who has raised a company to $1B will the basic to advance problems for setting up business in India and will work for doing business easier in our country which will attract people from different parts of the world to come and set up their business in India and the one who cleared UPSC will work for fundamentals of our country. They will know their rights as well as duties. It may be possible that some of them may be faulty in their work like corruption, etc. but that number will definitely be less than what it is now. This thing is not gonna change overnight but at least to start, it should be like 25% of the total seats will be reserved for UPSC guys and 10% for unicorn builders.

There should also be a exam like upsc to be selected as a MP or as an MLA or any head of the area.. Then they could appear in any election... And there should also an oath for their duty, if they fail, all of there possession would be punished.
