It's MUCH worse than that. "I THINK he might be armed" still leaves room for investigation at least. "He BRANDISHED a firearm" implies he DEFINITELY has a weapon and IS a threat to the public. It requires an urgent, forceful response. The person who called them could easily cause the Sheikh or someone else to get hurt, or worse. They should be charged.
