Telephoto is not what makes portrait mode possible. Stereo depth from two different cameras allows the phone to tell how far away different things are and blur out the parts that are farther away than the subject. It doesn't matter if the second lens is telephoto or wide. Google does it with a single camera by using different pixels that are a fraction of a mm apart.
