The Police Transporter is really good, provided you can drive well. You get free bulletproofing, higher ground clearance and a siren to shoo traffic away while you're getting chased. I've got two of them in my garage, just to show my love for them.

Sadly, the Stanier is different because there is no civilian version of Stanier of the Police's generation. Only a Taxi variant

The older Stanier in 1:59, I don't really consider it "normal", because those are technically police cars themselves, as they are actually decommissioned units from GTA IV. The PS3/360 versions has evidence of that by a floating computer screen inside and it performs identically in speed.

I guess in GTA V world cop cars don't have a special engine for police cars and uses civilian's one and just adding police stuffs makes cop car tad heavier. Maybe that explains its slower than civillian. I just assume. But may be incorrect. About armor. Well it may be just simply a balancing reasons.
