Even if you track down the responsibility of party nobody's going to jail out of this and that's the real crime
Two things you can do for additional protection: 1) Have a dealer to verify VIN through the PCM (Powertrain Control Module), main computer for vehicle 2) Go to parts department & have them print out the vehicle options list via the VIN. When VIN is imputed, parts catalog will give you specific information of what options & parts were installed on the vehicle. 3) VIN is etched into the frame of the vehicle dealers should have access to where it's placed.

I worked for a large Toyota Dealership in California and I was doing a SMOG check on a really clean Chevrolet Silverado that we'd purchased from the Auto Auction. I called the Used Car manager and I asked him which Serial Number he wanted me to use. He said what do you mean "Which Serial Number"??? I explained that it had 3 different Serial Numbers and none of them matched. The one in the door jam, the dashboard at the corner of the windshield and the serial number under the Hood were all different. He said don't touch anything I'll be right there. He quickly came out to the shop from his office. He looked at the 3 non matching numbers and said it's going back to the Auction. We won't have anything to do with it. The Auction refunded the Dealership our money. I'm pretty sure that the Truck was originally a Salvaged Title. We caught it before we even offered it for sale but if we had sold it the Customer would have received a complete refund and his inconvenience would have also been made right.
