No, it is a Plug-In Hybrid which also can be charged electrically by cable.

That, unfortuantely, I do not know. Edit: I just checked the web and people on a German Ampera Forum say that the ICE does not actually charge the battery in the common sense but instead "holds" the battery level or maybe slightly charges the battery. I suspect you won'T have the battery filled up by just running on the ICE.

2 hands gives you more precise control. With one hand at 12 o clock you couldn't turn as well as with 2 hands on the wheel. It's just safer.
