The starter sokets were messed up and I had to stop the video to fix them i will upload a 3]0 seconds video of it starting up.

I have a 2 lamp F40T12 preheat fluorescent shoplight fixture similar to yours except that mine had a bad GE 2 lamp lead-lag preheat ballast that got replaced with a pair of Advance single lamp preheat ballasts.

put in led ballast bypass lamps and you will be better off

@ Mostly good if the fixture is put into use and you care about saving energy, but for us collectors, these preheat ballasts are becoming RARE all because of LED lighting dominating the world. In the next few years from now, there will be a time when any non-LED light source will cost thousands of dollars due to its extreme rarity. Because of this dominance of LED lighting, many countries have been passing laws banning the manufacture, import, and first hand sale of many types of non-LED lighting. A large part of this is due to the Minamata Convention on Mercury. In addition, I have also seen that many countries outside of North America have developed some LED tubes that are intended for use on preheat fluorescent ballasts by simply either removing the starter or by swapping the existing starter with an LED dummy starter. Personally, I honestly do not mind using plug and play LED retrofit tubes like those because I can also choose to go back to fluorescent when I want to as a collector. For us collectors, we are also trying to preserve traditional lighting for future generations to come.

That replacement ballast belongs in the recycle bin along with the fixture. It is irresponsible to energize a device that appears to have been submerged in water.
