My guess is there are 9 cubes in the ace of clubs, following the rules that were set when counting the hearts in the ace of hearts. The point is to only count cubes where at least 3 sides are visible to us. If you look at the ace of hearts, there are definitely more than 6 implied cubes, but you can only draw complete hexagons around 6 of them (3 on each viewing). Going back to the ace of clubs, there are also no "big" cubes because the small ones cut them in such a way that the entire cube is not cleanly visible, so they don't count. A cube is formed if and only 3 lines converge at the center, each at 120 degrees from each other. This only happens 9 times.
