Not sure if it applies but our STEM universities teaching cutting edge theory and practice to competitor nations like China, is it prudent to have that access unhindered? It seems counter productive?

Simply because U.S. universities do not "teach" cutting-edge theories, but overwhelmingly relies on foreign graduate students to develop cutting-edge theories. Whether tracking the Scimago index or the Nature index, the PRC already dominates nearly every advanced subfield, with the U.S. trailing almost always.

You need smart students like Chineses to work on your cutting edge stuff ... otherwise you can do nothing with your lawyers, financial guys etc. You can exclude all Chinese origin guys simply, please do this 😂
