How to get bees above the excluder: Take a frame or two of brood and put them above the excluder. Make certain you leave queen below. Once the bees emerge from the frames upstairs they fill them with nectar and you've got them working above the excluder. Simple trick. Try it next season.

I use queen excluders. Being a gardener I decided to get into bees a few years ago, We use totally different hives here called British Nationals but i build mine myself. Have caught a few swarms here lately which is good. I havent had luck with package bees here in the UK. What species are your package bees and which queens are included with them? That looks a good system for comb honey and will be following this closely to see how it goes.

Build a modified top-bar hive (fits standard Langstroff frames). No lifting and disturbing more than where you want to inspect. Experiment. The plastic hives look good.

What I can see is that you are over supering your hive. I say take two away and add as they fill. Your hives will improve as you are having control over then filling the supers.

Excluder is to keep out the queen, but it also prevents the drones from steeling honey.
