Is this question about the time signature? It's three semibreves (whole notes) to the bar. I don't think it has a special name, I just say "three-one".

yes, this section is written in tempus perfectum, which is commonly represented by 3/1 time signature in modern notation. it was quite usual for renaissance composers to introduce triple-timed sections in (mostly) duple-timed music, especially in sacred pieces (to emphasize triune nature of God). such duple-to-triple transitions usually suggest that value of basic unit of the music remains the same, thus in this case dotted breve in triple time equals breve in duple time.
