The story I was told was that Sean was obscenely busted in 2nd Impact and Japanese players were sick of seeing him, and so the devs broke Sean's kneecaps to appease them - after all, reasoned the team, surely this game that had been a flop in it's day was NEVER gonna end up being the most long-lived cult classic of all the Street Fighters, so SURELY it wouldn't matter if Sean was comically terrible...right?

@Jake Davis Actually, Sean was originally one of the best characters in the SF3 series, especially 2nd Impact, it wasn't until 3rd Strike that Capcom turned him into a joke character.

This is pretty old but joke=/=bad. Fukua in Skullgirls is stupidly flowcharty for how powerful she is. Jigglypuff is viable in Melee. Sean was always said to be weaker than the others in fluff, it was only in gameplay that he was strong.

I know, but Sean was INTENDED to be bad accordingly. Admittedly I'm not all that Smash-savvy but I don't think Nintendo/HAL is interested enough in the competitive aspects of Smash to care about tier shifting. Capcom on the other hand went out of their way to rework Sean's animations and frames for 3S whilst all other returning characters from 2I were relatively unchanged lol.

Sagat and Oro were the only two to beat him in tournament. Sagat actually did win and was gonna help him up after the match, but Ryus satsui persona took it as an opportunity to scar Sagat for the trouble he put him through. I was glad they gave Sagat the opportunity in V to understand why Ryu even did it seeing as he almost came under the Satsui no hados influence. Oro... well hes an enlightened centenarian who is just out to play and happen to take a liking to Ryu.
