That is so wrong. Regina isn't the mayor because she stepped down after the incident with Robin and Marian. Snow was only the acting mayor this arc until Regina stepped back into office. Whoever casts the curse is irrelevant to who becomes the mayor of Storybrooke.

It would have been interesting if he included it in the series with Anastasia. She could have finally interacted with the Queen of Hearts' daughters and met Robin and "settled" their differences from the past. This presence is not useless but it would have been more ingrained and striking with Anastasia I think.

@@leekit8951 I don't think so. At the end of Wonderland Will stays with Anastasia in Wonderland. Will was in Storybook in the time Alice thought Cyrus was dead and was in England. I don't think it fits from the time that his time with Belle was after the storyline from Wonderland.
