+Franky Forte NO, it was Milah. Because he KILLED her in the end. He's still bitter and jealous about it. Why on Earth would he be talking about Belle? This was when she was his MAID. They were just STARTING to fall in love.

Huntress4455 it was belle because she joined rumple to save her city (duty) and then she fell in love with him and it ended with her dead (tragic). Mila didnt join hooker out of duty

The curse stopped time at least in Storybrooke and it impacted the Forest to a degree as well, though I think this is a pre-curse flashback and Rumple is immortal.
