So will the UISP router work like the Edgerouter X? Controlled in the UISP software and be able to do traffic shaping as a stand alone.

Yes, the UISP is very much like the Edgerouter X. You can add it to the UISP console and configure it from there or directly on the device as well.

Is it possible to setup multi-WAN load balancing/fail over with the UISP router or do I need to get the UISP EdgeRouter X instead?

Technically the UISP router only has one WAN. It should be possible to use other ports for WAN connections but I don’t believe it supports load balancing. There is the new UISP router pro which I do believe supports this kind of setup.
