I agree with your concept But in this mentioned situation the column vertical reinforcement also displaced from the actual position so how to take them in actual position I mean its 70 mm shifted, but as we mention cover 40 mm than the starter can't be set, so how to rectify that ?

column vertical shifted only 30 mm. We have to provide joggling to maintain 40mm cover after starter shuttering is fixed.

Sir agar 15 to 20 mm agar starter utar raha hai tho usko repair karna chaiyeh yeh it's acceptable..?
